How long to wait before going public?

How long do you wait before going public when you don't get paid? This far I've just patiently waited at all sites I belong but now I think I've had it.

I've requested cash out Jan 7th. Sent ticket Feb 22nd and updated it 4 times with no reply. Today I went to who-is and sent mail to contact info telling this is my last attempt to solve the non-payment issue before going public.

There is another same pattern site where I've waited payment more than 2 weeks now. We've had holiday for Easter here in Finland and hope they have too as TOS for payments counts only business days.

check if they are still within tos,  i think easter is probably in most countries so don't count those days

then check the news or their forum to see if there are any updates about delays

send 1 message thru their support system or forum

then find their paypal or payza email and send a ticket to that coz they all check to see if somebody is paying them   

then if you still don't get any kind of response it is time to COMPLAIN!!

Mail sent to site 1. Waiting a fef days for reply.

Clicked upgrade button at site 2 => PayPal securely processes payments for [site name] - no email adress showing, just the site name 

Any help with site #2?
