heres an excellent tool for any webmaster out there, you can view the full details of peoples IP address and where it is originated from, also now they have an email tracer as well, for those  ever so suspicious emails  you must register with them and then you get 50 lookups per day at your disposal. 10,000 extra lookups for $9.99 but i dont see it necessary to purchase that.... maybe if you have a huge database and really need to do some investigating on some things....

well, does it record the Mac address of a user's computer..

This could be intrusive but is the best fraud detection mechanism..

Anyone knows about any sites that collect Mac address apart from IP address

mac adresses are only used for computer to server client recognition nothing else, since ptc sites are not as complex as world of warcraft or any game of that magnitude the use of Mac Addresses would be too costly, to develop.

now i am not saying it an't be done. what i am saying is no one is gonna pay the fee's for the development of such a program cause none of you can afford it.
