He attends Old Dominion University in Norfolk, VA.  A quick search in the student directory shows that this is his student e-mail address:  TODD A VRBA | tvrba001@odu.edu

I wonder how the Computing Department there would feel if they knew that he was using their network to propagate scam sites.
