If you're willing to spend some money then the first thing you think about is taking out Registration Ads.

ClickzVault and SimpleStash you can set your own price, so you can outbid an existing Ad, which means someone can outbid your one too :p $0.10 is a reasonable price to pay members for signing up.

All these sites you can set conditions of what your want your Referral to do, here's a generic ad.

Sign up using the same name or something similar as you do on this site, Make sure my name [insert your name] is in the Referrer Box, No Referrer, No Credit. Click on [a number] of Ads to get your credit

So basically you can make your costs back for taking out the Registration Ad, and there is a chance that the person will continue clicking. Also keep in mind, the more popular the site, the more you will have to offer people.
