Would i get in trouble

Hi

I want to start my ptc website offshore, would I be in trouble if I don't pay taxes to my state? Is it illegal? And would my state even know that I have such a business and i'm earning money through paypal/payza?

It is my very first time i'm trying to make money online, and I don't know what legal steps I should take to avoid trouble.

What steps do you take to start such a business?

Have a lot of Capital to back your site. I think a lot of sites fail because the admin(s) don't have much to work with and they've never ran a business.
As far a legal goes, you'd have to look at laws covering digital rights and online advertising. I assume you're from the US, so it would be based on your state/county/city zoning laws . As well as your agreements for your residents. Some leases/rental agreements forbid home based businesses for many reasons. But knowing is half the battle.
