Has this been made before?
If yes, obviously didn´t work.

Once every ptc will turn into scam, it is useless rate them positively.
What do you think about a general rate?
It is not religious, but could give an idea, such as Alexa.
Loses points.:


> Whois protected,......................................................... -1
> Non English ptc, (from poor countries)......................... -1 to -3, (poor, very, miserable)
> Free script (or stolen or pirate),................................... -2
> Pre launch or beta version,...........................................-3
> more than 1¢ / click or view,(medium, not 1 or so)....... -1 to each 0,001 plus
> TOS different from homepage ,......................................-2
> advertise pricing less than paying rates,....................... -2
> Only AlertPay as payment processor,............................ ?
> Self sponsored ads,........................................................-1 first. -2 second(plus 1st) and so on
> Advertising values under registration (to get 0 click referrals) ......-1
> Paying rates depending on site earnings,.......................-5

Admin has a history of scamming: -10 for the first site, -20 for the second (GPTnetworks' sites come out to about -1000 each)

i like it, its a good idea

its really difficult to tell whether a script is free or pirated so lets add -3 for yob and any verison of gen  :D

-2 for unverified payment processor

-3 for more than 30 days in payout terms

lets try it on the next 3 new sites we see  ;D

Yet, we must be able to check every each item.
Is it easy to identify the script?
Is there a way to check whether payment processor is verified ?

yes there are usually ways to check payment processors and types of scripts but theres no way to tell whether or not its a legal script. 

the other points everyone would probably have to determine for themselves how important each point will be.

when i look at a bux i never really look at ad prices or selfsponsored ads. 
with only 1 or 2 exceptions no bux ever sells any advertising so its not important to me.

the other points work for me ;D

Id say a much bigger minus for "advertise pricing less than paying rates"

Mmm, sabbie said an important thing, I didn´t notice.
No matter what is the rate number, a bux will always overwhelm the rules.
-10 for buxes ! :P  :P or maybe a "banned" rate.

I´ve seen Advertising prices much close to paying rates.
In some cases, maybe it is a good -10 or a good BANNED .
Recently shown here, one of these ptr pays $1 per mail but charges 0,1 to 0,2¢ / add.
This could overwhelm the rules straight to Banned.

May I say that 0% = add value + 1 ref ?
