The best way is to advertise your site for members. By buying email ads at other sites and using your admin referral link. Then you can say why members should join your site and why advertisers should purchase ads at your site. You cannot do that using ptc ads or banner advertising.
Don't just copy the members benefits from the sites home page. Be creative and write about your site and what it has to offer members. Why is it a better one to join then all the other sites. A lot of a sites members are also their best advertisers.

It's all about getting traffic to your website. If you want fast results use paid adverting and if you not in hurry then use all the forums related to PTC sites, at least good ones. Chat daily. Give value and people will join with you.
