You can start a site x-mails.biz with 79$ script cost, 8$ domain cost, 10$ per month hosting fees.

I think a minimum of 100$ for unique script, design, hosting , domain and also to promote it.

How much roughly would it take to get a ptc website up and running.?

The Script has got to be the "real deal" and not some students assignment.
You need a programmer you can call when things go wrong.  The do things
like fix security breaches in your script, find other hackers in your system and
remove them, and fix stubborn problems that will eventually happen.  They
cost anywhere from $25.00 for simple stuff to thousands if it's harder or a bigger job.  This can also mean a loss of revenue during the fix if the site needs to be turned off for repairs.

Graphics should be custom.. Always so roughly $100.00 to $180.00+ depending
on how much graphics you need.

The real problem with starting a PTC site is the question:

What qualifications do you have that indicates you could start a sustainable,
honest, and reliable paid to click site that will be standing 5 years from
now?  Not trying to be mean or anything but I think the readers here would like to know before they risk their time and money with a new site, no offense intended.

Have you ever run any membership site online? And was it profitable?
If so is it still online today?
How many years have you been in online advertising and marketing?
Do you understand why building your list first is the most important item
you absolutely must do if you expect a profitable launch?
Do you have JV partners who are willing to help you launch your new site?
(other popular admins as JV's not just interested members.)
Do you have a minimum of $5,000.00+ to spend on the launch of your new site?

The actual script is not expensive, the domain is dirt cheap but should be registered for at least 5 years if you expect respect from Google and yes, you do need it.  Cheap
hosting will kill your business right as you start to make money thus killing
your momentum while you wait for your cheap hosting support team to get
back to you.  Meanwhile your site loses money every second members and
advertisers can't get into the site.  Credibility goes down quick and trust
can be lost forever if you chose incorrectly.

This big cost will be the bandwidth and having a good server, if you are
serious this is the only option that allows massive growth for years.

There is a lot more to starting a site like a PTC that separates itself from
sites like Traffic exchanges, text ad exchanges, and even safelists because
instead of dealing in credits, you are dealing in cash.  You will need to
concentrate on getting good advertisers A.S.A.P..

If you are serious, be sure to make a business and marketing plan paying
special attention to advertising costs.  For example, to launch a site well
you need roughly 1 million hits to reach a good conversion and pack your site full of new members.

At Clixsense
this would have a cost between $1000.00 and $1500.00+.  And that is a good
start point but you will want to duplicate that at Neobux and then again
at Donkeymails allowing you to reach more than 90% of your target market
at once.

Cheap doesn't cut it and free sux the bux from your pockets.

Business is not easy no matter what they tell you and if the day you can't pay
your members arises this will be a bad day for all. Planning ahead will help prevent the need for you to get creative to find the money to pay members,
hosting, etc.

Be prepared and do your due diligence before you hit the start button.

So now, knowing a little more about the truth to running a successful and sustainable paid to click site,  if you are ready for it, then you will succeed.
If not, you won't.

Be sure you wish to "go there" because the niche as a whole can be very unpleasant as I am sure you know.

I wish you luck if you do proceed and if the site is a good one, you will most likely see me in your list, clicking my ads daily and sending new referrals to
you hungry to collect their payouts. :-)

You can start a site for free or spend an unlimited amount.  Realistically, you will probably have to buy a script since I believe most free scripts come with malicious additions that allow someone else to manipulate the site.  Then you will need to have enough for a hosting...plan ahead, don't try to go a month-by-month basis.  Also, you will need some startup advertising money (spend wisely, but this is important).   

Lots of people design the site themselves...so your design can be free but if you want someone else to do it, you can usually find cheap 'designer' out there.  10$ for a header, 10$ for a bunch of banners, etc.

I wouldn't recommend starting a PTC when your broke as hell.  Cutting corners in the beginning will end up costing you more in the long run OR it will just cause your site to go to the crap pile.
