I have heard that Paypal issue Paypal Debit Card to US account holders.  People can use that offline or online anywhere to purchase or at ATMs. Even they get cashbacks while making purchases.
Currently India don't have such facility.  So if we Indians request Farhad Irani who leads Paypal Business in Asia Pacific countries, we may get an opportunity to use Paypal Account balance offline whenever we want just as we need to buy some vegetables or provisions.

Many big forums sending suggestions and requests.  So the collective effort may work

steps i had to take to get the US Paypal debit card.

Add valid bank account.
Add valid credit card(not vcc or the like)
Add valid bank debit card
