Seeking tips on opening a new ptc site

Im new to all this and intending to open a new ptc site. I had received some tips from eecash and seeking other tips. I would be hiring someone to set this site for me. I need some tips on how to get advertisers as well as members and to ensure that my site always have funds for payouts. Please include anything that should be present in my site such as forums, etc.
