Attention earn easy cash or anyone to help

Have you seen this ad for earn easy cash?
When you click on the link it leads to hits4pay.
It came from a paid e-mail from one of the sites I belong to.  But in the original e-mail the site doesn't have a link button for report.  I'm not sure how to take care of this, so I'm reporting it here.  Is it something that should be reported.  I believe the $10 sign-up fee would be false adverting.
(I hope I add the attachment correctly)
Edit - I just realized how this may sound, I don't mean I think earn easy cash is doing it, I think someone else is using the banner.

I don't think that is their banner. They have 2 banners and none of them looks like this one.

Actually, it's not an ad for Earn Easy Cash (website), this is just part of a sentence "Earn easy cash reading ads online", although it looks like the name of a program.

I wasn't sure it was one of their banners, I hadn't seen this exact one from them, so I thought maybe it was one I missed, but the color scheme is the same.  As a matter of fact that's why I clicked on it, I thought it was one of eecash's.  I hope people don't mistake the 2 like I did!

I searched eecash and earneasycash but never earn easy cash

I keep forgetting I joined hits4pay.  I keep having to go back and reactivate my account  .  Before I joined here I knew nothing about banners, or how to use them.  Anyway I just went back into my account there, and it is one of their banners.  I don't know if it's a new one or not though.
