It seems that paypal is very serious for business in India.

Today they ask for my phone number and PAN card to access paypal account. Thank God I have both these things,

what is a PAN card?

would a PAN equal to some sort of verification?
if it does then i don't it's really a bad thing

Permanent Account Number (PAN) is a ten-digit alphanumeric number, issued in the form of a laminated card, by the Income Tax Department. (India)

A typical PAN is AABPS1205E.

It is mandatory to quote PAN on return of income, all correspondence with any income tax authority. From 1 January 2005 it will be mandatory to quote PAN on challans for any payments due to Income Tax Department. (India)

I am assuming you need it to pay taxes if you are a citizen of India.  Its a tax ID. 
Requirements : be a citizen of india

Yes EECASH is right. Anyone can have PAN number. They need to submit a form which will cost them 100 rupees and two Photo and One identity proof, one address proof and one bank statement or salary slip or educational certificate.

Thank God I have Pan card. But problem is that Indian can have one Pan number but paypal allow two kind of account. I did send them email about these.

Requirements:
Goto a nearby auditor with the following:
1. The PAN application form 49A can be downloaded online or got from the auditor
2. 2 passport size photos
3. ID and address proof, if you have a voters ID proof that will do.
4. Rs.97

you'll receive your PAN card after 2 weeks :)

Yeah, I too got an application form from my friend to apply for a PAN card.  Can we use the same PAN card in the case of having two kinds of Paypal accounts?

No, I did try to use and send paypal information about these. Only a robot replied back with no information. Recently I closed my personal payment account.
