Paypal debit card

I have heard that Paypal issue Paypal Debit Card to US account holders.  People can use that offline or online anywhere to purchase or at ATMs. Even they get cashbacks while making purchases.
Currently India don't have such facility.  So if we Indians request Farhad Irani who leads Paypal Business in Asia Pacific countries, we may get an opportunity to use Paypal Account balance offline whenever we want just as we need to buy some vegetables or provisions.

I think in near future they will able to provide these feature. Only fear now for me is that they might start ask for passport. I do not have one yet.

Anyway, Paypal may not ask more proofs.  They asked PAN Card because of RBI's compulsion.
It's quite complicated.  Many will quit ptc world if they are supposed to face a lot of hurdles.
