i am planning to make a personal website to get  referrals for  ptc site

so can someone guide me how to make a website , i dont have any experience  or knowledge of any coding language or making a website before

As Ayman said, first you must have a way to pay for it.
Money, credit card or PayPal. It is hard to find domains sellers that accept Payza.
PayPal don't need to be verified. But if it is, will save you time and a couple of tickets.
With an unverified PP you may get an error message when paying.
So, contact the seller and he probably will send you an e-mail to pay.

And buy a domain:
I registered my domain on active-venture so I will use it as an example.

as a personal opinion i believe godaddy is the best regarding discounted prices

to create a site you can use simple script like wordpress and it will provide you good options for running the site
